An Order in Council of April 18, 1700, contains a listof the proposed pay of naval officers. It was accompaniedby a proposal for giving ‘ shore' or ‘ half pay' to flagofficers, and to a certain number of captains, lieutenantsand masters. The latter was a real boon, and largelymade up for the reduction of the full pay, or, as it was thencalled, the ‘ whole pay.'
