It follows from the above that a Captain of a First Ratewas to get, per lunar month, 49 I. 4^. instead of 54/. 6s., a lossof about 66/. a year, equal to perhaps 200/ now. TheCaptain of a Second Rate got 42/ 4^. instead of 45/ 6s.The Captain of a Third Rate 33/ 8s. instead of 34/ amonth, his loss being 7/ 16s. a year, perhaps equal to 25/now.

The author of the pamphlet, however, does not saywhether the proportion of servants which he gives as theold scale, viz. 5 per hundred men of the ships company,was temporary and exceptional or not. The recognisedproportion, at all events during many years, was 4 perhundred men. It is difficult to believe that the authordeliberately made a misstatement which would have beendiscovered at once ; and, evidently, he was not ignorant ofthe facts of the case. At the same time he does notexplain why or when the long-established proportion wasaltered.
