For compensation of nine members of the legislative council of theMichigan territory, at two dollars each, per day, for sixty days, onethousand and eighty dollars.
For the contingent expenses of the legislative council, including theprinting of the laws of said territory, one thousand two hundred dollars.
For the salaries of the secretaries of the land commissioners of East andWest Florida, two thousand five hundred dollars.
For compensation and travelling expenses of the members of thelegislative council of the Florida territory, and for contingent expensesof the territory, including arrearages for the years one thousand eighthundred and twenty-two, and one thousand eight hundred and twenty-three, six thousand six hundred and sixty-two dollars sixty-four cents,being the unexpended balance of the last year.
For the completion of the medals voted by Congress to certain generalofficers; to purchase gold for the medals, and to replace GeneralMcComb’s medal, two thousand three hundred and fifty dollars.
For a draughtsman and two colourers, for the general land office, au-thorized by law, three thousand dollars.
Sec. 2. And be it further enacted, That the several sums hereby ap-propriated, shall be paid out of any money in the treasury not otherwiseappropriated: Provided, however, That no money appropriated by thisact, shall be paid to any person for his compensation who is in arrears tothe United States , until such person shall have accounted for, and paidinto the treasury, all sums for which he may be liable: Provided, also,That nothing in this section contained, shall be construed to extend tobalances arising solely from the depreciation of treasury notes, receivedby such persoij to be expended in the public service; but in all caseswhere the pay or salary of any person is withheld, in pursuance of thisact, it shall be the duty of the accounting officer, if demanded by theparty, his agent or attorney, to report forthwith to the agent of the Trea-sury Department , the balance due ; and it shall be the duty of the saidagent, within sixty days thereafter, to order suit to be commenced againstsuch delinquent and his sureties.

Chap. XXXIIT .—-An Ad to amend an ad , entitled “ An ad for the establishmentof a turnpike company in the county of Alexandria, in the District of Columbia
Be it enacted by the Senate and House of Representatives of the UnitedStates of America, in Congress assembled, That, during the continuanceof the act, entitled “ An act for the establishment of a turnpike companyin the county of Alexandria, in the District of Columbia, ” passed thetwenty-first April, one thousand eight hundred and eight, the Washing-ton and Alexandria turnpike company shall be entitled to demand andreceive, by their proper agents, servants, or officers, at the bridge built bysaid company, over Four Mile Creek, between the town of Alexan-dria and the city of Washington, the sum of one cent from each andevery person passing on foot over said bridge: Provided always, and it isfurther enacted, That, whenever the net proceeds of tolls collected onsaid road and bridge shall be sufficient to defray the expense of rebuild-ing the bridge on Four Mile Run, keeping said bridge and road in asufficient state of repair, and allow the stockholders dividends, at therate of six per centum per annum, then, and in that case, the circuitcourt of the District of Columbia for the county of Alexandria shall de-termine that the right of said company to demand the tolls prescribed bythis act, or any other toils, from foot passengers, shall cease.
