in force Feb. 14, AN ACT to authorize the county court of Morgan county to build a court1863. house, and for other purposes.

Section 1. Be it enacted by the people of the state ofIllinois , represented in the General Assembly, That thecounty court to county court of Morgan county is hereby vested with pow-cour?house. 1 £ ° r er to purchase, in the name of the county, a suitable lot orlots in Jacksonville , and build thereon a court house, ofsuch form and dimensions as may be necessary to the pub-lic convenience and uses of the county; and said court isalso vested with power to build a jail, on the lot on whichthe present jail stands, or to sell said lot and purchaseanother or others ; and the said court is further vestedwith power, in order to execute the provisions hereof, toborrow, on the credit of the county, any sum of money notexceeding thirty thousand dollars, for a term of years notexceeding fifteen, and at a rate of interest not exceedingeight per cent, per annum, payable annually; said money tobe received by the county in such sums and at such timesas the same may be required for use for the purposes afore-said.

To execute bonds § 2. In the execution of the provisions of the foregoingsection, the judges and justices of said court are vestedwith power to execute the bonds of the county from timeto time, as funds may be required, for sums not less thanone hundred nor more than one thousand dollars, payableat such time, not exceeding fifteen years from the date,and at such place in the state, or in St. Louis , in Missouri , asmay be agreed on, to be signed by said judges and justi-ces, attested by the clerk, and the seal of court affixed toeach, and when so executed the said bonds may be sold fornot less than the sums expressed on the face.

Make record of § 3. Before affixing the seal upon any bonds executed

books of said county, 1 a descriptive list thereof, showing thedate, number and amount of each bond, and when payable,and, if known, to whom payable.

§ 4. To enable the county to meet the payment of theinterest upon said bonds, and the principal when due,the said court shall, before making sale of any bonds, levy atax, to be collected annually, sufficient to pay the annual
