Ballast deposited on the quay must be shipped or re-moved the same day.

No vessel having shipped or landed ballast can leave herberth previous to the quay being swept and properlycleaned.

STEAM-VESSELS.

Steam-vessels shall be under the superintendence of theport-officers for all that concerns the fires, cleaning the fun-nels, the regulations of departure and arrival, berths andmoorings, and the safety of passengers.

The master of every steam-vessel must have the fires ex-tinguished on arrival into the basin. As soon as the steam-vessels are moored the port-officers or their assistants shallproceed on board to ascertain that every necessary measurehas been observed.

Every steam-vessel departing within nine hours after ar-rival may keep the fires going.

Whenever a steam-vessel is ready for sea, the master, ingiving notice thereof, must make known the hour he shalllight the fires, which is to be done in the presence of theport-officers or their assistants, who shall remain on boarduntil the steam-vessel shall leave the quay.

Steam-vessels arriving daily may be exempted from theseobligations.

If the departure of a steam-vessel be postponed the firesmust be immediately extinguished, as mentioned in a pre-ceding article.

Whenever the passage of a steam-vessel, arriving or de-parting, is obstructed by other vessels, such steam-vesselmust slow-down, and only preserve the speed absolutelynecessary to steer. Steam-vessels remaining in the tidalbasin shall not be swung until the channel be entirely free,and no vessel arriving or departing.

Whenever there may be danger to a vessel, or the chan-nel be obstructed, the port-officers mayfn such case employany steam-vessel to give assistance. The expenses will beborne by the vessel towed or assisted.

Steam-vessels are likewise subject to the same regulationsas other vessels, for all rules not here annulled.
