itself within the space of three months, counting from theday of the arrest, the deserters shall be set at liberty andshall not again be arrested for the same cause.

Article X.

Protests of The respective consuls-general, consuls, vice consuls, andconsular agents shall receive the declarations, protests, andreports of all captains of vessels of their nation in referenceto injuries received at sea; they shall examine and takenote of the stowage; and where there are no stipulations tothe contrary between theowners, freighters, or insurers, theyshall be charged with the repairs. If any inhabitants ofthe country in which the consuls reside, or citizens of a thirdnation, are interested in the matter and the parties cauuotagree, the competent local authority shall decide.

Article XI.

Salvage. All proceedings relative to the salvage of American ves-

sels wrecked upon the French coast * * * shall bedirected by theconsul-general, consuls, and vice-consuls of theUnited States in France , * * * and, until their arrival,by the respective consular agents wherever such agencyexists. I11 the places and ports where an agency does notexist, the local authorities, until the arrival of the consulin whose district the wreck may have occurred, and whoshall be immediately informed of the occurrence, shall takeall necessary measures for the protection of persons and thepreservation of property. The local authorities shall nototherwise interfere than for the maintenance of order, theprotection of the interest of the salvors if they do not belongto the crews of the vessels wrecked, and to carry into effectthe arrangements made for the entry and exportation of themerchandise saved.

It is understood that such merchandise shall not be sub-jected to any custom-house duty if it is to be re-exported,-and if it be entered for consumption a diminution of suchduty shall be allowed in conformity with the regulations ofthe country.

QUARANTINE-LAWS.

Bill of health. All vessels, excepting fishing-boats, revenue-boats, orcoasters, entering French ports, must have a bill of health,in which will be stated the sanitary condition of the port of
