HISTORY OF MARINE ARCHITECTURE.

own mind; and it was very evident, had the connection been natural, and consonant tothe wishes of his people, Louis and James united might have braved the naval powerof the whole universe. A consciousness of superiority might naturally have been ex-pected to have been productive of neglect; but this was by no means the case : forthough James, lulled, unfortunately for himself, into a blind security, and certain ofthe support of France, appeared perfectly careless as to any attempt that might be madeagainst him, from the only quarter that was capable of effecting any injury, yet, in themonth of October 1688, he had no less than forty ships of the line, third and fourthrates, actually in commission, and fit for immediate service. The numbers experiencedvery little augmentation, ^or even alteration, during the course of the year; so thatJames must either have been totally blind to a proper sense of his own safety, consciousof his own improper conduct, and paralised with fear, incapable of raising men sufficientto man his fleet, or apprehensive that they would be unfaithful to him ; else, certainly,he would not have suffered that armament, powerful as it might be, which was fittedout by Holland, to pass along the ports of his kingdom unopposed, when, exclusive ofthose ships which actually were in commission, he had a navy so formidable as thatgiven in the subjoined authentic list *.
