APPENDIX No. II.

bo addressed to them, they can only refer it to the central body. This decision is essentiallynecessary, in order to prevent confusion.

72. The Commissioners do not insist upon articles being in all cases actually forwardedby the Central Authority, though they consider that this would generally be the mostsatisfactory arrangement ; but it is indispensable that the sanction of such Authority shouldin all cases bo expressly given, and that it bo held responsible for the fitness of such articlesfor exhibition, and for not authorizing the exhibition of a greater quantity than can beaccommodated in the space assigned to tho productions of the country in question.

73. In caso the Central Authority in any country should be of opinion that tho spaceallotted to tho productions of that country is greater than it will require, tho Commissionershave to request that this opinion may bo communicated to them, as it is obvious that it wouldnot appear well if a large vacant space should be left in the department assigned to anycountry.

74. The Commissioners reserve to themselves the unfettered right of directing thoarrangement of all goods that may be sent in such a manner as they may think proper. Theywill endeavour, in the case of articles the nature of which admits of their so doing, to causethe arrangement of each section to havo some reference to the nationality of th.e productionsexhibited in it, and will not intermix the productions of one country with those of another, incases where the objects of the exhibition can be attained without their doing so. Whatevermay be their arrangements, however, they undertake to find places for all articles sent byeach country which could, if placed together, bo exhibited in tho aggregate space allotted tothat country, provided only that they bo informed in sufficient time what proportion of thatspace will bo required for Haw Materials, what proportion for Machinery , what proportion forManufactured Articles, and what proportion for objects of Fine Art.

75. 7G, 77, 78, 79, 80, 81, 82, 83, 84.

[It was found in practice that the information necessary for carrying into effect, this system conld notbe obtained from Foreign countries, and an arrangement strictly geographical was substituted forthat indicated in tiro above Decision, except so far as concerned machinery in motion, which, ofcourse, had to be brought to the motive power.—See also 14'Jc,]
