152. Her Majesty’s Commissioners for tlio Exhibition of 1851 have had undor their con-sideration tho regulations respecting the admission of Visitors, which it appears to themnecessary to adopt for the effectual accomplishment of tho purposes of tho Exhibition.
Their attention has been principally directed to the following points :—
1st. Tho necessity of making such arrangements as shall secure the convenience ofthe public visiting the Exhibition, whether for study and instruction, or for tho moregeneral purposes of curiosity and amusement.
2nd. The due protection and security of tho property deposited in the Building.3rd. The effective control over tho number of Visitors, whilo the servants andofficers intrusted with tho maintenance of order and regularity in tho Building arecomparatively inexperienced in their duties.
4tn. Tho necessity of maintaining tho self-supporting character of tho Exhibition, and of defraying tho liabilities incurred.
5tli. Tho desire of the Commissioners to render tho Exhibition accessible to allpersons at the lowest possible chargo, and with tho least delay which a duo regardto tho preceding considerations will admit.
152<r. The following are tho cases in which an exception to tho general rule will bo made, and free admissions granted :—

[The above rules were deemed necessary to get rid ns nearly ns possible of a free list, which might haveopened the door to much abuse and inconvenience. In order to enable the Commissioners andExecutive Committee to bo in a position to enforce the rules, both tile Commissioners and theExecutive Committee themselves purchased season tickets. In practice these rules were howeverfound too stringent, anil the Executive Committee were compelled in many cases to make use ofa discretionary power, granted to them by the Royal Commissioners, to admit gratuitously manypersons not specified in the rules. As the Exhibition advanced, any Exhibitor who showed to thoExecutive Committee that it was desirablo that ho should have access to his goods, was grantedfree admittance. With respect to paragraph 4, it may be added that the Jurors were admittedwhenever they presented themselves.]
