superintendent for every colliery at work, inimprovement, &c. which may require imme-diate expense. But I am of opinion that theplacing of mines under the protection of Parlia-ment, and bettering the state of ventilationand light, would tend very much to lessen therecurrence of those accidents, and ultimatelyremove causes of great loss and trouble.

Having therefore proposed a plan for thebetter regulating and securing of the mines, Iwill proceed to show the great national and in-dividual interests which are combined in thisextensive trade.
