SECOND EDITION.

A new Edition of this Essay was called forabout three years ago; but I was too sensibleof the defects of the work, to bring it beforethe Public again, until I should have time torevise and endeavour to lessen its imperfec-tions; and being then so much occupied inthe discharge of public duties as not to beable to undertake this, I laid it aside for exe-cution at some future time. I now presentmy work to the Profession, with the additionof a good deal of interesting and useful matter,which, I trust, I have treated soundly in prin-ciple, and not incorrectly in detail.
