Extraordinary Payments are made for Sea Services, great Provisions, or therepayring in dry Dock, and new building of Shipps.
For sea services wee make our charge in like manner by the medium of thesame foure yeares, according to the like certificate, signed by the F h. adm 1 ' andofficers of the navy, and by the payment made out of y* exchequer, because weeare deprived of the particuler accompts ; and wee take our medium no higherfor that in the yeare 1613, the lady Elizabeth was transported to Flushing, andthereby the charge may seeme to bee encreased. But for those foure yeares it
was borne
